[Bug]: Plan review is not using the provided feedback #147

Reproduction steps

1. Create a new chat session
2. Ask for something that makes the agent ask for Plan mode
3. Enter plan mode and let the agent generate the plan
4. Once the plan is shown on the right side click on Keep Refining
5. Provide either a global or local review
6. Click Send review

Expected behavior

Adjust the plan with the provided feedback and present the modified plan

Actual behavior

The feedback is added as a queued message and the agent continues the session without it. That makes the agent to either ask for feedback or use the question tool (which can be later dismissed so the queued message can be sent)
