[rig-header] Update rig.ts agentic file-summary header (8d9e978 → c00c90c)

[github-actions]

Refreshes the header in skills/rig/rig.ts (107 → 56 lines, within the 60-line budget).

• @last-analyzed moved from 8d9e978 to c00c90c. The old SHA is not in the repo history, so I rebuilt the header from the full file.
• Condensed the header to compact lines with no blank lines.
• Removed the stale INV:shape-descriptors line. The s.* helpers are now the only way to build schemas.
• Related types and helpers now share lines (p.* read/write families, workflow types).
• change_ratio is about 1.0, because the header was rewritten to fit the line budget.
• No [NEW] symbols: every export was already in the old header. The old [NEW] marker on normalizeResponseSchema is dropped.

This is a comment-only change.
