Updates the limits tables on the Functions and Zero pages: the compiled Functions bundle and the Zero client bundle can now be up to 24 MiB, up from 8 MiB.

Keep this as a draft until spacefast/monorepo#4625 has shipped, so the docs only describe behavior that's live.
